I've got some downlights fitted under the wall kitchen units. The wire to the lights goes through a whole at the bottom of the kitchen units, up the back of the inside of the units and through the top. The power, transformers etc sit on top of the units. The end of the wire from the downlights has been cut off for the wire to fit through the wholes in the cupboards in the first place. Then rejoined using a connector so that it can be placed into the transformer. The connector is accessible as its on top of the cupboard but its not concealed. Should the connector be in a concealed unit? Thanks.

Yes, it is good practice to put all connections some sort of enclosure, even if they are ELV.
Are they whole holes?
If you live in England/Wales this sounds like it is notifiable works under part P.

Need to be enclosed in an approved enclosure ,or enclosed in the building fabric , one of the regs to lazy to look it up at the minute

Not to the letter of the regs where SELV is concerned in a normal location, just good practice.

Never seen those lights which are strung between two metal bars?
My train set doesn't work very well when I enclose the track too
