Gas pipe can go in concrete as long as it is protected from the concrete/screed from being in contact with it.. The most common method of doing this is to use plastic coated copper, Kuterlex, which has a yellow plastic coating as yellow signifies it is a gas carrying pipe.
I would suggest you look for another gas engineer to give you a quote, preferably one that talks and treats females as an equal!
