Advice on external window sils

Hi

Looking for some advice on best way to scrape my window sils and re paint them. See photos

I am not sure what these are made of looks like wood on the bottom section and tiles on top but not 100%, the house is a wimpey build, 1970's detached in Edinburgh

They are Tiles, Rub down and a couple of coats of Red /Brick or Tile paint Either Matt or Gloss depends if you want them shiney or matt.

What's the best way to rub them down?

I tried 3-4 didn't sand paper by hand but no luck.

Would a scraper do the job?
 
The tiles themselves would be naturally red, just give them a good rub down with sandpaper and then two coats of paint of your choice/

Anyone know if these can be replaced with UPVC sills?
 
Sand paper is not doig the job, would an electric sander be better, or a wallpaper scrapper?

The problem is there is going to be 10 of these to do, I need to get the back ground level ones done first, not a job I want to repeat very often, hence UPVC.
