The picture are not conclusive, it looks like you have an earth clamp on the incoming supply cable, then connected to an earth conductor that enters the joint box where the other earth conductor looks to exit?
If so I would say TN-S.

Thanks
I just was curious and there is an earth wire coming out of the second little box that looks to be connected to the clamp

Ah - that couldn't be seen before.

Nor could the air gap between the connector block and the cutout which means that it's not derived from the supply neutral.

For your own peace of mind you should ask the DNO to come and check that the clamp is OK, and that you are supposed to have it, and a TN-S supply.

Old cable pre 1970's with a plastic 60A cut-out so it has possibly been changed at some point

Also does anyone know approximately how old the installation looks?
Difficult to say in regards of the supply arrangement, looks mid to late 60s, how old is the property?
The installation on the consumers side has the old wylex box, so again likely be dipping into the 60s. With regards to the circuits from that point, I would expect there was been some type of alteration since the original install, so would be hard to say without having a full visual of it.

Ok is it an unusual design/system? Or just old
Not unusual at all, it is common method of the earth being supplied, in my location this is the most common arrangement I come across.
But as BAS has mentioned, the earth clamp is not the one that is installed by the DNO and it would be advisable to have it checked out.

Thanks
The house was built in 1899 and has 2 brown Bakelite light switched and the rest are modern metal ones, the sockets are white mk sockets that look quite old but it all seems to work fine but I blew a fuse when I knocked the toaster off the top and broke it, what's weird is it looks like it has been rewired at some point and the cable from the fused spur to the alarm panel is a lot newer than the rest

Are you saying that because there's something connected to the earth terminals, or because you've had the earthing properly tested?

Earth wires are connected and I have a plug in tester that said it was ok, it must be ok because when I dropped the toaster the 15 amp rewireable fuse blew
