If the lights stay on all the time you have a permanent live situation at the light.
This could be caused by incorrect wiring, failure to correctly set the sensor settings or a fault sensor.
How have you wired it?
There is normally a bridge wire between the supply live and the load live - do not remove it.
3 core and earth from the lights ceiling rose to the pir.
Permanent live, neutral and earth go into the supply side and switch live into the switch live load out.
For the sensor settings follow the instructions.
If for some reason your power source is not from the light itself but another ceiling rose or junction box then
again leaving the bridge wire alone you need T&E 1mm² cable live, neutral and earth to the LNE supply side.
and T&E 1mm² leaving the pir with live connected to the remaining switch live out and neutral and earth connected
to their respective terminals on the load side.
If the PIR has a different arrangement then we will need photographs of how you have wired the PIR, power source and light itself.

My question would be, "did you test off the circuit to prove it would functioned correctly and sound, prior to putting it into service?" If you did, then the sensor is faulty! If you didn't, why? As your question is impossible to answer, unless we know the circuit has been installed correctly!

It's not just because the timer leaves them on for 45 minutes after the initial trigger by any chance?
I haven't come across one that keep the light on for 45 minutes - max setting seems to be around 5/20 minutes and during the test/set up it is normally 5 seconds.
