Safety Question concerning Slabs

Good idea, patio table umbrella stands filled with water, cheap & a hosepipe fits almost anywhere.

If H&S are likely to balk at carrying them up then there MUST be adequate methods provided such as an expensive hoist.
I bet it's not as expensive as an injury claim.

The above sounds like it could work, easy enough to haul the plastic bases and hose up by a line, overcoming the Safety Problem
When filled would the weight factor be sufficient?
 
or sand bags,at least you could sling them on your shoulder and still keep 3 points of contact.

This really is only an idea, but if the roofs you are working on are made of steel sheet as in the one shown, then what about using magnets attached to a frame? Some very powerful small magnets these days.
