They might do, but they will be very expensive to run. Storage heaters or air con would be significantly cheaper.

Convectors have a very high surface temperature, not what you want in a public location as people may lean against them etc. If items are dropped or left on them, a fire will be the result.

If it was me, I'd be going for a Heat Pump air con unit, the BTU's on those things is insane. They're so damn good. Just set the thing at 21C and forget about it. A bigger initial outlay, but MUCH cheaper to run, the Mitsubishi ones have a COP of somewhere in the range of 3.5, whereas a convector heater is closer to 1 (or lower!)

Ok thanks to everyone who's posted, I seem to have started a bit of a debate!
Anyway, on further investigation I've noticed that the cu has 3x 32a ring mains . So was thinking a better option would be to plug each heater into a separate ring thus spreading the load? The only obstacle I can see is that the cu is being fed by a 63a mcb from the 3ph board. So with each of the heaters pushing 13amps would that be taking to much of the 63a available?

3x13=39 which still gives you 24a, and that's assuming they all pull 3kW at the same time. Once the room has reached temperature the stats in the heaters will switch on and off at (likely) different times

Your best bet is to consult the NICEIC, ECA, NAPIT, or SELECT websites in order to find a suitable qualified electician to do the works, and issue the correct certification at the end of it.
