tilte grout...help

Hi

Looking for some help, house I have moved into have a small toilet room downstairs. The wall tiles, and suite is in good condition as are the floor tiles, but the grout on the floor tiles are all marked.

The tiles are black, the grout was originally grey, and the previous owner decided it was a good idea to try and redo the grout with a black grout pen!!!!!!!!

The tiles are laid on concrete floor, I have tried to remove the grout, with a hand removal tool, and failed after going through 4 blades, to knock it away will take forever and prob damage the tiles.

I have managed to move the black pen patches between the removal tool and floor steamer, and some but not all of the grout. The guy who did the bathroom upstairs, said best just to lay new tiles on top of those as there is room to do this, however this will mean taking out sink, toilet and refitting.

Is there anything else I can do, what about going over it with some proper grey grout?

Im not so sure, the grout line is quite thick and it is soild onto concreate floor.
