I have just viewed a 4 bed home in Gloucestershire built by Redrow in 2011. It has double glazing throughout and the frames are hard-wood frames. Alas there are no trickle filters (those filters located above the window, but within the frame that allow air to pass through). Should I be concerned re: condensation? Can trickle filters be put in by a decent workman (or even me?) at a decent price?

they are trickle ventilators. They could be retro fitted but may best be described as uncontrolled ventilation and will easily outweigh the effects of double glazing.

A build from 2011 will have background ventilation in some form. Even in Gloucestershire.

As the others have indicated, the ventilation to a modern home is part of the building regs, ie it must meet a certain level and may be achieved by a variety of means. While you don't know what these means are you should avoid making your own assumptions and adjustments
