Can you identify what these plugs are in bricks?

Hi,

I recently moved into a new build (well, 8 years old).
Today whilst looking at one of the outside walls I noticed three small black plugs in the wall. They are not evenly spaced and seem to service no purpose. I removed one of the plugs and there is nothing but a hole in the brick.

The holes do not seem to correspond to anything inside the house and their placement is sorta random. One of the plugs seems to have perished though so I would like to plug the gap.

Does anyone have any ideas what these holes are for? Would there be any problem with me plugging them and if so what do you think I should seal them with?

As a side note that are midway up the wall - about shoulder level and they do not appear to be any kind of weep hole or anything like that.

Not a big issue I know. Just bugs me I don't know what they are. Pics attached

Possibly put there to tie off a Ladder or scaffold, original owner left them there for future use.
 
Maybe there were screw in hooks for flower baskets at shoulder height. When the hooks were removed the then owner blanked of the holes.
 
how deep are the holes,just wondering if they were part of a survey using an end o scope ???

Thanks for suggestions guys. They seem to be a inch or two deep. Cant tell if they go all the way through the brick. Haven't pocked anything in there yet!

Could have been for baskets but their placement is sorta random. I suppose I'll never probably know!
 
They look a bit like the pop fit sign fixings you get, except that the base is not recessed into the wall on them, rather they are fixed through the hole in the base to stand proud to give the sign a stand off (think the raised letter you get on accounting and legal firms buildings)

I wonder if someone has miss-used something similar to fix a for sale sign or similar in the past?
 
How about a pic from further away, so the pattern of where they are can be seen so we can figure out this mystery.
 
Probably just bolt holes from scaffold used during construction, they just put the caps in cause it's quicker and cheapest option.
 
Hey Adam, yeah you could be right about the signs. No idea what they would have been but you're right that the fixings do look similar. I will try and get a pic from further away so you can see their position.
Scaffolding could be the reason but my neighbours house, which is exactly the same, has no such plugs in the wall.
