Blocking chimney without vents.

Chimney is in a house about 20 years old. It is a terracotta flue in a cavity wall up to loft height. Once inside the loft there is a metal flue up to the roof. Is it possible to get rid of the fire place without a room vent?

There has only ever been a gas fire installed. If this is possible can I fill the flue where it enters the loft and if so with what? Does the terracotta flue need to be filled?
