Following on from my previous thread on usage classes for shop units, I need some clarification on fees, The existing unit is around 75m2, The proposal is to add an extension on the rear to bring the total area up to about 165m2.

Now going by this http://www.planningportal.gov.uk/uploads/english_application_fees.pdf I believe that the fee will be £385 + £385. Anyone care to have a looksee? I need a sanity check!

As your increase is 90 sq m, I would say the fee would be 2x£385 (£375 for the 1st 75 sq m + £375 for the remaining 15 sq m).
Complete rip-off.

If the client went for a further 10m2 to make it 175m2, would they have needed to pay a CIL charge?
 
Yes for fees on floor area everytime you go over the fee threshold you have to round it up.

I.e. any floor space from

76sqm to 149sqm = 2 x £385.00
150sqm - 224sqm = 3 x £385.00

etc etc. Depending on your authorities CIL's charging schedule, and the location of the site, a CIL fee may be applicable when creating new retail space.
