I'm an optimist.....Besides, it's an easy collar. Folk know who he is and where to find him so even GS would be able to track this one down
i am thinking of way forward on this installation.
is it possible for me to get a registered engineer to review, fix existing flaws and then certify as a legal installation? to what extent would someone change the existing installation to certify it?

On page two it becomes evident guy is not registered hence him insisting Vaillant not be contacted.
Threatening him with Gas Safe attendance might get him to get a registered person to attend and carry out remedial work.
Sure, getting someone else who is competent, will be the way forward. Also, do not expect him to be charitable on his views on work standard

If "the building mgmt" know him well then they must know he is not registered to do gas work. That means they are being negligent in allowing him to work. They are also being negligent in not informing residents that while he maybe a good handyman he must not be allowed to work on gas appliances.
Bernard, don't underestimate the degree of retardedness in the building management industry.
I don't, but often residents are unaware of the failings of the "managment company" hence the comment that the management could be found to be negligent if there is ever a gas related incident in one of the apartments. Negligent in that they did not advise / instruct residents to not use this un-registered person for gas work.

I was advising a lady whose new boiler had become sludged up after a few weeks.
Asked where she found the installer and she said he was recommended by a neighbour.
She asked the neighbour how his boiler was going as surprise, surprise that had become sludged up.
That indicated he never cleaned the system as all installers have to do.

I'm yet to meet a building management team that have even half a clue about what they are doing, and i have met a few over the years!
Two boiler must have been fitted near enough at the same time

The management company were held to be negligent over damage to an flat apartment by shoddy work in the flat apartment above. The negligence was that the management company knew the tradesman ( bodger ) had caused problems in the past and yet when they saw his van parked outside the block of flats they did not advise tenants owners of apartments to fully check the credentials of tradespeople. The insurance company paid the tenants claim from the owner of the damaged apart ment and then went after the bodger and management company to recover their loss.

A friend owned an apartment and the managment company of that block had a list of approved contractors and owners were required to use these or seek approval for other contractors before starting work. Emergency repairs were exempt from this
