Is it OK to use Jubilee clips on CV joint boots or will that cause vibration problems?

I think they could well foul the hub if its the outer one....better to use the proper clips - you can tension them with pincers. If its the inner clip, jubilee will do but sometimes the clip width is helpful to secure them in exactly the right place.

The main problem with getting the correct clips would be trying to figure out what they are called in Hungarian. I did initially do them with cable ties but it is difficult to get them tight enough. On one side it was spewing out grease so I did fit the jubilee clip instead. It does not foul on anything.
 
Jubilee clips won't cause any significant weight imbalance, they are too close to the centre of the axle to make any difference. If you can fit them without fouling, allowing for all the suspension travel, they are just fine.
 
If the clip is the small one on the inner end, watch that on a lock, the worm drive of the hose clip doesn't chafe against the rubber convolution nearest it. If it's the larger eend, as Burnerman says, quite a few cars don't have enough room in the suspension upright, round the body of the CV joint, to accommodate one. I wouldn't have thought vibration would be a problem.
