They have "O" rings in the right hand part and that enables them to slid to the point required.
They always seem pretty loose and Micky Mouse but I have used them a few times without a problem.
Always prefer rigid pipework though.

The smooth, chrome bit is 60mm. If you trial fit your rad tail, inc. PTFE tape into your rad, then fit the valve to the pipe - whatever the gap is will be the dimension of rad extension needed.
However, in your case, I would fit a 30mm extension either end rather than a single 60mm one. Will look neater and less obvious than having a single, longer extension on only one end.
