Tiling over plaster damaged by old tiles?

Hello,

Removed all the tiles from bathroom. Planning to skim some areas and paint (no-longer want tiles there) and re-tile around the bath.

All adhesive has been removed to leave a surface as shown in the photo. There is a few areas where the plaster came off with the adhesive and paper backing to the board is showing; however surrounding plaster is still good.

Can I use a decent tile primer, then BAL WP1, then tile over this?
