Hong Kong also has laws governing who can legally carry out electrical works. To be an electrician in Hong Kong, they must pass the "Registered Electrical Worker Exams" and join what is in effect the Competent Persons Scheme.
Perhaps Mainland China could take a hint from Hong Hong's Scheme too....

Also says it was because the work was dangerous, although it isn't clear what was regarded as dangerous about it.

As for China I'm not sure it would make any odds who does the fitting since most of the appliances are death traps anyway. OK, they could certify that the wires have been spliced with at least two turns of Sellotape, but that's about all. :eek:
