yes you can render over the old if its sound,and fairly fine.but in my experience,to achieve a decent finish it must be stripped back,to either brick or original base coat. check my gallery.

just fill with finish,before you put tape on.

form the curve with bonding prior to skimming.

you should not use sand/cement on lightweight blocks.
