And why would you want a by-pass, a one pipe loop is an open circuit, all the way around the property and back to the boiler.
Whatever it won't be anything to do with the one pipe system, if the boiler was connected correctly it will work just as well as the previous boiler.
More likely he's fitted a rubbish boiler that isn't compatible or not set the parameters correctly.

Anyway if you have the money look at the Honeywell EVO home, a brilliant design whereas each TRV controls the room temperature and the boiler
The difference being a cylinder heats up when you not waiting for a bath, whereas a bath can take 10-15mins to run.
For a hard water area I would definitely go with Intergas and a Hyrdoflow 38 scale preventer.
Run a normal bath, then measure how much water you used.
Next consider an average combi say 12 Ltrs/min and work out how long it will take to fill the bath

If you have gravity primaries from the boiler to the cylinder, then you need to convert to a fully pumped system, in which case 1700 sounds very cheap more so if it includes the vat.
