yep its defo a paint prob the walls were skimmed with normal plaster and its the crap i used to undercoat thats turned chalky wether its cause it might have been vinyl matt or cause it had no pva in it or due to moisture ill prob never know,so im going to scrape it of down to the bare plaster...

thanks again ill pay the extra £££ save any more nightmares so what grade of grit do i use to get rid the old stuff ?

i prefer the the skirting over the top as it looks better, also with being raised up it helps hide any damage done while removeing the old stuff. its also relatively cheap if your just getting plain pine or you can also get the pre-primed mdf stuff just as cheap.

once ive rubbed off the flaky stuff should i apply the primer sealer to the whole wall before redoing the top coat, or just the bits i take down to bare plaster, and if so does the primer sealer help prevent the rest going bad?

would i use the same stuff for normal new plasterboard ceilings ie bedrooms etc or could i get away with diluted matt emulsion ?

i think the prob is a combination of using the wrong paint for the type of room and the skim as the flaking seems worse on the skimmed walls rather than the plaster board walls. i will rub of the flaky stuff and prime can you suggest a make of primer? will it be okay to use fastset to blend the...

if i rub the paint under the flaked off top coat it leaves a chalky residue on my finger, as for the type of paint i used for the undercoat i cant really remember but it is the same as the ceilng which seems to be fine
