    It is not the surface area of the conductor that determines it's current carrying capacity but it's cross sectional area. Skin effect can be ignored in the most part for sizes smaller than 16mm² at 50Hz.

    You need to test the voltage at the light. If 230/240v present then more than likely a failed ballast if you have changed the lamp and starter (unless one of those two replacements are faulty)

    Was it just the board or were there any remedials (bonding etc)? What hours did they work per day? Were all of the circuits tested before and then all of the RCBOs tested afterwards? Was there straightforward access or was it awkward?

    Yes, apart from being subject to any adverse installation conditions, then a 20A mcb should be fine (or even 25A if you can obtain one) If you suspect there are more junction boxes then I really would want to be checking the connections in them though.

    Overload is unlikely with the appliances you refer to. More likely a substantial, intermittent fault if it is only an mcb tripping. If it is an RCD then it could be an intermittent earth fault or an accumulation of normal leakages and an over-sensitive RCD.

    It is and was against regulations to identify phases in SP circuits as anything other than red/brown, regardless of which phase they are actually on. The only exception used to be SP sub-main circuits.

    If it is the last light on the circuit then there could be a loose feed connection to that light from an adjacent room's light. I suggest checking all connections in the circuit. Also, is there any type of shade on this light which would impede the heat escaping from the lamp?
