    If you are going to strip off the old paint, then you will probably need to get it done professionally, either dipped or sand blasted, You can get very high temperature paints for BBQs etc, i believe the do a colour choice. or once it is stripped black lead it.

    Skim teh wall first, it is always easier as you won`t have all the loose bits and you are tiling onto a flat surface. makes life much easier then trying to save a bad job.

    the wood will take on more water/moisture from the grain ends, so seal these, you can use anything, gloss or just neat PVA. just stop the capilary effect of the wood.

    why not use the PVC style hollow panels. see bathroom marque for these, they are much lighter, much cheaper, about a third of the cost, and can be put directly onto the walls using any silicon adhesive.

    i always use 5/1 water to PVA to seal newly skimmed walls, it goes on a treat and the first paint layer bonds really well, i tried using water down emuslion for the second room and the finish is no where near as good as with PVA sealing. thats my evidance and conclusion on the subject.
