Water does come out the top spray arm however it doesn't spin it. The inlet arm which carries the water up to the top spray arm isn't blocked , i've cleaned it out many times. Does anyone have any other suggestions?

Hello, the top spray arm doesn\\\'t work properly, the inside of my cups and bowls don\\\'t get washed at all, i don\\\'t think it even spins during any washcycles. Does anyone have any tips? It\\\'s a Kenmore Ultrawash with Quiet Gaurd 3 not the stainless steel model.
