If you can open up one of the sockets safely then take a look to see if it has any rubber grommets where the cable enters the back box, check to see if there's earth sleeviing and if the face plates are metal see if they've been earthed. I'd be surprised if the certificate you get is worth the...

Two lives - one permanent fed from a three pole switch/fcu is the norm otherwise the timer will only work with the pull cord which makes it pointless

why have two pull cords in the bathroom and why not have the timer starting with the light switch being pulled on, the switch would not be classed as an isolator especially given it should be switched live. A three pole will be required for the timer to operate.

What are you planning to use for an earth, please don't say the armoured sheath ?
