Yes the pipe is probably the pressure releif and yes if it is a constant drip it could cause the huge pressure drop.

The flow switch senses when your running hot water and tells the boiler to fire up.This has no connection with the central heating system, which is completely separate.

Some combi's when the pressure falls to a certain level will not fire up on either hot water or heating (it is a safety function). However Oilman is right most will still fire up.
