if rads get hot amtec is working ok.do you have a 3 port valve in your airing cupboard if so you need to check it is letting the heat from the boiler into the cylinder.sounds like a faulty valve problem esp if rads get hot at same time

switch your hot water on at boiler clock give it 20 min and see if the pipes going to the coil on the cylinder are hot.if not you got a blockage or air in the pipes or boiler not coming on

or just change them for better valves ie honeywell or danfoss wiring is just the same.instead of getting to the wiring centre you can just cut the wire half way and join the new valve there with a suitable junction box

If 60 light flashes only when asking for dhw would suspect flow diaphragm as there is more flow when valve is in heating position.u need to see if flow microswitch is making on dhw only
