20mm Shingle as hard core?

I'm going to build a small patio in an area I currently have covered in 20mm shingle. Is it ok to tamp the shingle down and have that as a base to lay cement on?

I have a small volume of scalpings left from previous project, but not enough to fill the area.

Would it be best to have a sand base or cement.....the patio is not going to get much traffic.

Looking to get at it this afternoon. Many thanks for all advice.

shingle wont tamp down theres nothing to bind it together and it will be unstable.

best option for paving is always a full mortar base.
