After fitting skirting board........

Hello

I've fitted this skirting board but have bare plaster showing just above. What's the best and easiest way to tackle this, sand flush or fill?

Remove any loose paint, mist coat the bare plaster with thinned emulsion, then fill with easi-fill using a broad filling knife or an artex caulker is ideal for this job. When fully dry sand smooth, mist coat the filler and you're ready to decorate.
 
Thanks for your helpful reply. That sounds better than trying to sand and blend the paint in!
