Remove the throat plate in the top of the boiler to make sure the flueways are clear.
Light some newspaper and it should literally be dragged up the chimney.
Smoke pellets work well.
Make sure thermostat closes the flap when hot.
Make sure you have ventilation into the room 100cm/2.
This is assuming that all pipework is correct Vent/c feed.
Refit heat leak rad.
