bath and sink tap poor hot water flow 2 hrs to fill bath

system is gravity fed hot tank in airing cuboard and tank is directly above it about a foot between them,Hot taps are really slow,these are bristan low pressure taps so i dont think this is the problem,ive tried the cold to hot washer hose trick to clear air still same.The valve thats in the pipe from the tank to the hot water tank when shut totally stops any hot water flowing at all,at a loss as to what to try next apart from raising cold tank into loft or fitting a pump.Any assistence much appreciated.

Are you sure when it comes out of the top of the cylinder the pipes go to the hotwater, and not a mile around the house before it does?

I was doing a job replacing a combi and it was in the loft, and the bathroom was directly under it, and it went right across the loft floor, down the walls and back under the floor to the bathroom, was totally pointless!
 
Yes sure pipe comes out from cold water cistern curves down over hot tank then a gate valve and goes to bottom of hwt.Tried other taps still same.Lifting the cistern to the loft would gain a couple of feet extra above the hwt would this make it better or is a pump the way to go.
