Black mould and condensation

Our bungalow has a tiled roof and UPVC windows and doors. Every room suffers from condensation and black powdery stuff ( mould ?) has started appearing. It's on the walls around windows in all the rooms and in others also just above the skirting boards and where walls meet ceilings. Inside walls aren't affected.

I'm guessing that there needs to be more ventilation. Should I install air bricks and roof vents ?

Any advice welcome.
