I have just had the front garden block paved as is ever the case my wife waited till the end then asked me "why didn't they put membrane down it will be all weeds" do you normally have a membrane under block paving

Weeds rarely come up through paving; they grow down into it when seeds are blown into the cracks.

Endecpot is right, the weeds do not come through from underneath they grow in the jointing sand between corners of blocks. A membrane would not help and otherwise be detrimental to the stability of the paving.
