Brown stains on external corners of chimney feed

Hi all

I have some brown stains on the external corners of where the two chimney feeds join in the loft. I am assuming there are metal retainers along these edges but don't know that for sure. Do you think moisture from inside the chimney has caused this?

I am about to repaint the room and wondering how to deal with these so they don't show through the new paint. Primer ? PVA ? something else ?

Any help would be much appreciated

Could be the angle bead starting to rust. Its highly unlikely that it is damp from within the chimney. Give it a coat of oil based undercoat and carry on as normal. DO NOT USE PVA !
 
If I am painting the walls with water based paint, can I paint this over oil based undercoat ?
