Building a concrete bowl in the backyard?

Ok, so, I live in Maryland (Baltimore County) and I want to build a 3.5'H x 20'L x 20W' concrete bowl in the back yard. I kow I have to call Ms Utility about digging the footer for the block wall, but that's about all I know for sure.

How much trouble will it be to get proper permits and make sure I'm zoned correctly?
