Cannon Camberley Double Oven Problems

Recently my cannon camberley double oven has not been functioning properly. When I turn up either of the oven marks the oven flame stays the same at the start up level. I've tried cleaning the oven flame outlet with a used toothbrush and cloth. But that doesn't seem to help.

Can anybody help me with my problem?
