Stuck at first base (with a conventional old style basin tap; I have a new core unit waiting to install, and thought it would be easy!) Yes, I undid the grub screw. The handle is rock solid. Tried limescale remover and WD-40.
Any ideas please?

with the time you waste on it and the risk of muscle injury, cos you cant hold it still and get some purchase on it, either take it off and put it in a vice or better still buy a new pair of taps for £18 from screwfix/toolstation

Try pouring boiling water over the top.

This will expand it and hopefully allow the top to be pulled off.

AlanE: boiling water: good idea which I hadn't thought of, but it didn't work. Terence7556: wise words; life's too short to mess around. New taps it is.
Thinks: why don't they make a square head to the shaft instead of all those little splines? Would come off easier.
Thanks to both of you!

Open the tap fully and measure the gap between the tap head and body. Now cut a piece of wood to that width and cut a slot in it the same width as the tap spindle. Put this in place under the head and try to shut the tap. This should force the tap head up and off. Be careful that you don't crush the shroud though.
