Chimney stack lead tray 5 courses lower than weepholes

My chimney stack was rebuilt five years ago, I have had huge problems with these builders regarding all aspects of their work, this is (I hope) the last thing I have noticed!
Lead DPC tray is within roof void and weep holes are 5 courses up? I have white water trails down both stacks internally mine and neighbours stacks were done by same company at the same time, just need to know what is basically wrong?

Looks like efflorescence. Which is basically salts coming out the cement. Google will go into greater detail. The dpc tray should be above the roof space. Technically theyve gave you a chocolate teapot with that detail.
