Cleaning central heating

My central heating system did not look dirty and had inhibitor in system , however I was still noticing rust around valves etc. I decided to clean it. First I took a read of central heating water with a TDS tester and it was 350. My tap water was 150. I understand it has to be within 10 percent of tap water. I added Fernox F3 and left in for 8 days and mains flushed today. I have now refilled and bled system. Then took another test of central heating water after I run it for 1 hr. The test cam back at 250. Does this mean I should add Fernox again and repeat to get it inbetween 135 - 165 ?
