cold bedrooms after having new warm roof fitted

Hi every one, just joined.

With my radiators that hot they burn you, I cannot get the bedrooms above 63 degrees F.
We had a new GRP warm roof system installed on our dormer and cannot get the temperature higher than as stated above.
All the insulation has been removed from above the ceiling as I am told it should be, but the cross flow ventilation from front to back above all four windows has not been blocked off.
Is this what is making it cold? and if so, can I block this ventilation off?

two thoughts..
1/ Warm roof with cross flow ventilation? not a warm roof.

2/ rads are to small
 
Ok, radiators are the same for the last 10 years and heated beyond 70F before the warm roof installed last year, so must be the cross flow ventilation. I will block it off when the weather better.

For future reference, a warm roof requires all the heat from the room to heat the roof structure up first, before the insulation starts to work.

It's always better to have insulation on the ceiling or in the roof structure
