Compression Fitting Below Ground

Hi

I am having a gas pipe laid underground and a compression fitting has been used to join the steel pipe to copper. I was under the impression that compression fittings were not to be used when a gas pipe is below ground (the floor has yet to have the insulation added and screed).

Could you please let me know what the gas regulations are in this respect. If I am correct could someone give me a reference to the specific technical clause.

Is the person fitting this gas pipe a builder or really a gas registered person?
