Cooker extractor

Can I vent the cooker extractor into a loft space ( bungalow ) or does it have to continue on out to the outsde of the building

A very bad move mate - vent it to outside, or use a recycling filter if you must.

Is this because of the condensation forming in the loft space that it needs to be vented to an outside space

And the smell and most important fire risk.

One last question.
Are there building regs to say it has to be externaly ventilated

New builds have to vent externally , no longer allowed to recycle air in room.
