Correct electrics in extension?

We have bought a house with a 2006 extension. Electrician told us today that he can't understand how the extension passed the building regulations certification, he says the electrics should only have been connected to an RCD unit, which we haven't got.

We have got a copy of the certificate but if there is a problem, it's something we want to get sorted, so any help would be appreciated.

Are they RCBOs?

(If they are the it might be time to change your electrician!)
