Cut holes for downlights before or after skim?

im not sure if i need to cut holes in a new plasterboard ceiling for downlights before skimming or after.. any ideas?

My builder said I was mad wanting to cut the holes after. I have on a previous project done them before and it was hopeless, loads of grief clearing the holes. Get a good holesaw, nice and steady, not too much pressure and you'll be fine.
