Decking for an novice

Hi guys, a newbie here.
I'm building decking in my garden and have done the base.
Its 4.8mtrs x 4.2mtrs, raised approx a foot off the ground as the garden slopes on the one side.
I've used 7 2x4 joists spaced 20inches apart plus 4 for the outside frame, each joist has 2 noggins at alternative intervals.
I've concreted some legs into the ground and some on paving slabs, 30 in total. The base is very solid.
Now that I've given you the background on my project so far, here's where I need some help.
I used the 345 method before I put in the noggins, installed the legs but now its 2cm out.
Would this be noticible in your experience?
Also, how far apart should I bolt newals?

If you stand at my back door it's 4.8 out and 4.2 across so the deck boards will be cut 4.2 etc....

What's best used to space deck boards?
And can anyone recommend a good wood preserver for the raw ends of timber.

Any advice would be much appreciated
