As the title says, can I use diluted PVA as a wood primer/undercoat? Diluted to 1 PVA/4 water?

Unfortunately not. PVA isn't suitable for use with any paint system as the paint will just sit on top of it and eventually lead to peeling/flaking, even if it initially appears successful.

You are far better off using a suitable primer/undercoat to achieve lasting results. Remember that knots need treating first unless you are using a primer that has this quality incorporated.
