The cloakroom has a small opening window above the toilet. Do regulations require that I have to fit an extractor too? Thanks for any advice.

As long as the area of the opening part of the window is around 5% of the floor area, that will suffice - (only for wc/wash-basin; not applicable if thre is also a shower)

Ok thanks. No shower, but perhaps a bit less than 5%. Not going to lose sleep over it. Ta.

I don't think the "extractor fan in the downstairs loo" police will be chasing you.

bear in mind of course that the window will almost always be locked shut or, if open, the wind will probably blow the smell into the house.

To keep the WC fresh, an extractor is what you need.
