Is it just a pipe dream that wooden frames and stairways can be reconditioned to be as good as new( almost)? Paint has been flamed off but i am not confident that filling and sanding will achieve a ' back to new' result

You can if you are prepared to spend a lot of time doing it. Ok, it will never be perfect but with effort the end result will be worth it. If you mean plain door frames/architrave then it's probably best to renew but old Victorian ones are too nice to replace.
