they appear to be budget doors with a fake woodgrain applied. It does not look like veneer, it looks more like a vinyl foil or even wallpaper.
I'd strip it off and paint the doors white. Or if you can afford it, fit new ones.
Are they 35mm thick or 44mm? Do they sound hollow when knocked?

I'm with John - those look to be paper foil-faced doors. I also agree that the only solution is to sand back, fill, and paint over - or replace with something better
