drain alterations

I need to alter both foul and top water drains. I know that an inspection chamber in foul because of a new connection. My question is :- are top water drains subject to the same rigidity of rules, can I introduce slight bends to re route in order to skirt a proposed extension or do I need inspection chambers at new connections? You can bend things around a bit but may need to introduce a rodding access point here or there, you need to be left with a sewer that you can fully access.
