A stat in the same room as a TRV will effectively 'fight' each other, unless the TRV is set at such a high level that it effectively renders itself inoperable.

The hall stat should be set at whatever temperature makes the house comfortable. If the hall is coming up to temperature before the rest of the house then its radiator should be throttled back to reduce its flow, and heat output, such that the other radiators are better able to catch up.

A properly balanced system will of course result in all radiators/rooms coming upto temperature at the same rate.
